If your CC still isn't popping up though (The type in the form of sims3pack) then make sure you have it installed via the launcher before starting the game. If you're still having trouble, the website also has a link to another article for other troubleshooting problems. Make sure that if you download it that you transfer all of your mods to that folder and replace the pre-existing one with it. (Which I might have added but I'm unsure of the policies for links that will automatically download something to your P.C when clicked on for this sub.) (Despite this being Carl's Sims 4 guide, I've found a lot of useful Sims 3 related things here.) It's got a link to a place where you can download the basic mod folder. Just to be safe, review the information on this page. But I'm also not going to pretend to be an expert in those types of files.
There are a fair few tutorials on YouTube that should help with further troubleshooting and finding the right files for your mods and downloads folder.
If you're having any other problems, I can't say I know how to help you further, but this is just some advice I know offhand. package files and can be put in the "Packages" folder just the same. Please note that mods will not work if resources.cfg isn't in your mods folder and that custom content will not show up if you don't install it via the launcher.
